California School Employees Association (CSEA) Chapter 301 and Palo Alto Unified School District (PAUSD) met this week for a third bargaining session and traded several proposals related to Compensation and Benefits. The following proposals were the last set that the teams exchanged:

The District counter-proposed the following:

Article VI-Compensation and Benefits

  • Ongoing salary increase of 1% for the 2019-20 school year which is an ongoing approximate cost to the District of $458,423.
  • One-time salary increase of 1% for the 2019-20 school year only which is a one-time approximate cost to the District of $458,423.
  • Increase District contribution to health care benefits from $13,570 to $14,099 per year for full time regular employees at an approximate cost of $197,756.
  • Contingency language that provides for additional ongoing salary increases if the District’s final annual property tax revenues exceed current growth projections of 5.93%. By way of example: if the final annual property tax growth is 8% at year end, employees would receive an additional 1.24% salary increase which would be an ongoing approximate cost of $567,507.

CSEA made a counter-proposal to the above language that adds an additional 1% to the one-time salary increase. Their counter-proposal is as follows:

  • Ongoing salary increase of 1% for the 2019-20 school year which is an ongoing approximate cost to the District of $458,423.
  • One-time salary increase of 2% for the 2019-20 school year only which is a one-time approximate cost to the District of $916,846.
  • Increase District contribution to health care benefits from $13,570 to $14,099 per year for full time regular employees at an approximate cost of $197,756.
  • Contingency language that provides for additional ongoing salary increases if the District’s final annual property tax revenues exceed current growth projections of 5.93%. By way of example{ if the final annual property tax growth is 8% at year end, employees would receive an additional 1.24% salary increase which would be an ongoing approximate cost of $567,507.

The District and CSEA teams are scheduled to meet again on October 10, 2019 to consider counter-proposals and continue negotiations.
