CSEA Proposal to PAUSD (12/8/2025)
Summary of Article VI - Compensation & Beneifts.
PAUSD's cost calculation of the total ask for this 2 year proposal:
$37,681,241 which is equal to a 47.92% increase
This calculation does not include the cost of stipends because additional employee data is required. Additionally, benefits cost estimates are based on current rates and the expired 90/10 cost sharing MOU. Because the percentage of cost sharing MOU has expired, any change to current contract language will need to be bargained.

Article VI: Compensation and Benefits
Compensation & Benefits: 2-year proposal
Year 1:
- 11% on schedule salary increase
- 4 additional salary steps
- Degree Stipends:
Associates: $500
Bachelors: $1,000
Masters: $1,500
Doctorate: $2,000
Annual degree stipends shall be cumulative up to a maximum of $5,000 for any
member with a Doctorate Degree. - Bilingual Stipends
Level I: $150 per month
Ability to use spoken and written language to provide direction and
services for the bargaining unit members position.
Level II: $300 per month
Ability to use spoken and written language to translate for purposes
of technical documentation.
Year 2:
- 8% on schedule salary increase
- Benefits: The full-time assignment for medical benefits shall be
defined as all bargaining unit members working at least 30 hours per week.
